The Laboratory for Atmospheric and Space Physics at CU will buile the Total and Spectral SolarIrradiancde Sensor, or TSIS, to fly on one of the Nationa l Polar-orbiting Operational Environmental Satellite System satellites that have been plannerd for 15 years. The satellit e system is a joint government project of the National Oceanic andAtmospheric Administration, the Departmeng of Defense and NASA. Northrup Grumman is the lead contractor on the and Boulder-based is a sub-contractor building a test satellitw for the system. The TSIS sensor is only one of the NPOESa instruments being built bya university, CU said in its announcement.

The library is seekinyg approval to place the 1 mill levy onthe ballot, sayinb in a news release that it facesz a $10 million shortfall in 2010. “We are now in survivap mode,” said Elizabeth LaMacchia, boarde president, in the release. “Without the additionalk funds a levywould provide, we will be forcedd to severely reduce our services, including closur of 15-20 branches.” Funding from the state of Ohio has fallenj more than 20 percent since the library said, adding that since then it has reduced hourss by 10 percent, cut staffing by 18.5 percent and postponed capitak spending.
The library currently doesn’t receiver any funding from the city or Hamilton If approved bya county’x tax levy committee, the levy will be on the ballor for the Nov. 3 general election. Yet many of the businessa leaders surveyed say their governmentx are doing too little to supporg them through theworldwide downturn.
Forty-eight percent said locao government is unsupportive oftheir business, and 39 percent say the same of nationa l governments. Asked to explain that lack of small-business executives worldwide said smallercompanies “doi not attract enough attention” (39 percent), “the publifc at large perceives large companies as more importany than small- and mid-sizse companies” (28 percent) and “small- and mid-size businesses have fewee advocates than large companies” (24 percent).
